Procurement Methods
TIPS Cooperative Contract
TIPS member agencies may purchase directly from CTS using TIPS Contract 260502 without a separate competitive bid. Direct all TIPS purchase orders to tipspo@tips-usa.com.
Competitive Bids (IFB / RFQ / RFP)
CTS participates in government solicitations through the Texas ESBD/CMBL (Vendor No. 556521), agency procurement portals, and SAM.gov. Submit specifications via your procurement portal or directly to quotes@crosstexasservices.com.
Direct RFQ
Agencies may submit informal RFQs directly through the CTS Quote Request form or by email. CTS will respond with a formal written quotation.

Important Terms
Purchasing Terms & Conditions
Pricing & Quotations
All pricing is subject to formal quotation. Unless otherwise stated, CTS quotations are generally valid for 30 days. Product pricing, freight, lead times, and availability remain subject to confirmation at the time of order.
Freight & Delivery
Delivery and freight terms are stated in each formal quotation. FOB Destination may be offered where applicable. Delivery coverage depends on product availability, manufacturer requirements, freight conditions, and solicitation terms.
Tax Exemption
Purchases by government entities are generally exempt from Texas state sales tax and federal excise tax. Tax exemption certificates may be required. Contact CTS for applicable documentation.
Substitutions
Substitutions or "or equal" products require buyer approval prior to order fulfillment. CTS will note any proposed substitution in the formal quotation. Substitutions will not be made without written authorization.
Purchase Orders
CTS accepts purchase orders from approved government entities. All purchase orders must reference the applicable solicitation, contract number, or quote reference. Contact CTS for payment terms applicable to your order.
No Guarantee
Website submission does not create a contract or guarantee product availability or fulfillment. A formal purchase order accepted by CTS in writing constitutes the binding agreement.
